摘要
为了迎接全球性挑战,党的十七大报告提出了"优先发展教育、建设人力资源强国"的战略。因此,构建一个与高等教育发展相适应的现代高等教育行政管理体系,对深化我国高等教育改革和全面贯彻科学发展观的科学教育观具有重要意义。
In order to face global challenges,the Party in the 17th National People's Congress report pointed out the strategy of giring priorty to developing education and establishing country aboundant in human resources.Hence,it is of vital significance to constrect a modern educational administration system adapted to development of higher education deepen the reform of higher education and fully implement the scienfitic education concept in China.
