健康中国的内涵与实现路径

Connotation and realizing route of Healthy China

在系统总结我国健康事业发展现状及突出问题的基础上,结合国内外国民健康战略规划制定实施经验,提出健康中国的内涵,即健康中国是全面小康社会下的全民健康蓝图,是健康优先的创新型发展理念,是凝聚政府、社会和全体人民共同理想的旗帜。围绕健康中国战略的总体定位、建设规划、范围与边界等,提出应以创新、协调、绿色、开放、共享五大发展理念为统领,以深化改革为动力,以建立完善整合型医疗卫生服务体系为主体,以建立有利于维护和促进健康的公共政策为根本,以强化对主要健康问题和影响因素的有效干预为重点,来推进健康中国建设。

On the basis of summarizing the current situation and prominent problems of health development in China, the connotation of Healthy China has been put forward, combined with the development of domestic and foreign national health strategic plan. Healthy China is a National Health blueprint under comprehensive well-off society, an innovative development idea of health priority, and a flag combined the common ideal of government, society and whole people. In order to promote the construction of Healthy China, a policy advice has been put forward around overall positioning, construction plan and range of Healthy China strategy, based on five development ideas including innovation, coordination, green, open and sharing, motivated by deepening the reform, a perfect integration of medical and health service system as a main part, a healthy public policy conducive to safeguarding and promoting as a fundamental, and an effective intervention focused on major health problems and influencing factors as a key point.
