摘要
面对生物恐怖威胁,为提高应急救援系统应对潜在危险源的能力,围绕危险源扩散环境下的潜在需求网络,研究确定需留后备救援物资的储备库,为每个疫区储备库计算需保留的救援物资量及疫区周围各储备库调配物资量.在此基础上,引入出救风险系数概念,研究建立了储备网络资源协同动态调度优化模型.通过数值仿真验证了模型的有效性,实现了储备网络中应急救援物资协同调度优化.合理调度应急救援物资,既可满足规定的应急服务水平,又可增强救援系统应急能力.
Under the threat of bio-terrorism,the ability improvement of the emergency rescue system to deal with potential danger sources is considered.Focusing on the potential demand network under the danger diffusion environment, the storage of necessary reserve spare rescue supplies is determined and the quantity of the rescue supplies of each storage in the infected area,as well as the quantity of the distribution supplies in the storages around the infected area are calculated.On this basis,the concept of rescue risk coefficient is introduced and the collaborative and dynamic location optimizing model of the storages network is established.The model is proved to be effective through numeric simulation and the collaborative location optimization of the emergency rescue supplies in storages network is realized.Rationally distributing the emergency rescue supplies can satisfy the emergency service level,as well as improve the emergency ability of the rescue system.
