党内法规制定的体制机制创新及其发展

Innovation and Development of the Formulation System and Mechanism of Inner-Party Laws and Regulations

体制机制是党内法规制定工作的着力点,也是党内法规制度建设的重中之重。党内法规制定的体制机制必须恰当处理好实践经验和理论创新之间的关系,确保形成方向正确、内容科学和程序规范的党内法规制度体系。党的十八大以来,党内法规制定体制机制在领导体制、工作机制及其与党的建设关系等方面进行了非常多创新,但还要通过进一步规范主体制度、细化具体规则和加强协同机制来发展完善。

The system and mechanism are not only the focus of formulation work but also the uppermost priority of institutional construction of inner-Party laws and regulations.The formulation system and mechanism of inner-Party laws and regulations must properly cope with the relationship between practical experience and theoretical innovation,so as to ensure the establishment of the inner-Party laws andregulations system with correct direction,scientific content and standardized procedure.Since the 18 th National Congress of the Party,there have been many innovations for the formulation system and mechanism of inner-Party laws and regulations in the leadership system,working mechanism and relationship with the Party building.The formulation system and mechanism should be further developed through improved subject system,detailed rules and refined coordination mechanism.
