党内法规制度实施若干问题研究

党内法规的生命力在于实施,党内法规制度的完善要求对实施中存在的问题及时发现并予以解决。解决当前党内法规制度实施存在的若干问题,可以从党内法规制度制定、修订和清理工作机制,备案审查机制,实施后评估机制,贯彻执行情况考核评价机制,制度建设考核评价机制五个维度出发,结合实践情况进行研究探讨。针对党内法规制度制定、修订和清理工作机制,要牢牢把握正确方向,坚持目标导向和问题导向,强化指导督促,以上率下,形成工作机制建设经验。针对党内法规制度备案审查机制,应健全备案审查工作队伍建设,完善组织保障,制定相应的考核评价办法和评分细则,建立日常督导制度,建立专家会商论证制度及问责机制。针对党内法规制度实施后评估机制,应建立以协调性、实效性、适时性、可操作性为考察对象的党内法规实施后评估标准体系,明确党内法规实施后评估的主体、方法、步骤,确定党内法规实施后评估操作规程,构建党内法规实施后评估结果处理机制,确保评估效能实际发挥。针对党内法规制度贯彻执行情况考核评价机制,应固化优化考评体系,细化量化考评指标体系,健全三位一体的组织机制、考评计分机制、结果应用机制,督促贯彻执行问题及时准确整改。针对党内法规制度建设考核评价机制,应做好考核评价机制体系、方式、结果、主体四个方面的基础构建,设置党内法规制定情况、党委履行职责、学习教育宣传、贯彻执行落实及问题整改效果等方面的考核指标,确保党内法规制度有效实施。
