自媒体时代,公民意识的成长和政府社会管理创新的需求促进了微博问政的勃兴。微博问政以即时、便捷、开放的特点,搭建了政府与公众之间的互动平台,成为公众政治参与的新渠道,但它也存在自身的局限性。目前,我国微博问政掺杂许多非理性因素,问政形式化严重,也缺乏相应的制度和法律约束,这与问政过程中的群体心理、政府的管理能力不足和公信力下降,以及网络自身发展特性有着根本联系。规范化微博问政不仅是民主政治的考量,也是实现社会管理创新法治化的有效途径。

In the we-media era,the growth of the civic awareness and the require;merits of the governments?social management innovation are promoting the micro-blog-ging interaction.The micro-blogging interaction,which is immediate,convenient and open,provides the possibility of communication between the government and the society on issues of public management.It also has some limitations.However,in an era of information technology Like today,increasing irrationality,formalization and the lack of laws and regulations are the most serious problems of micro-blogging interaction,which are basically resulted from the group mind,the government's behavior and features of Internet.It is essential to regulate the micro-blogging interaction in consideration of the democracy and the social management innovation.
