摘要
德国建筑节能标准经历了四次主要变革,将标准的着眼点从对围护结构传热系数的限制逐步转变为对终端能耗和基于终端能耗基础上的一次能源量指标的限制。本文介绍了德国建筑节能标准的制订思想,指出德国建筑节能标准的提高与能源价格、供热收费制度密切相关,并分析了中德两国在建筑节能标准制订、执行和监管上的差异。
Four revolutions occurred in German building energy efficiency standard,which converts from heat transmission coefficient to terminal and primary energy use.This paper states the formulation ideas of German building energy efficiency standard,points out the relationship between the enhance of building energy efficiency standard and the change of energy price and the institution of heating fee,and analyzes the difference of formulation,execution and supervision in China and German building energy efficiency standard.
