波特兰市“Grey to Green”雨洪管理策略与实践探析

ANALYSIS ON STORMWATER MANAGEMENT STRATEGY FOR THE GREY TO GREEN PROJECT IN PORTLAND AND PRACTICAL ISSUES

分析了波特兰市"Grey to Green"项目推进下城市雨洪管理绿色基础设施的构建条件。基于20个建成案例的调研与相关文献研究,从规划引导、监测管理、社会推广3个方面阐述了"Grey to Green"的雨洪管理策略:(1)简要剖析了绿色街道及建筑单体雨洪管理的景观特征;(2)介绍了雨洪管理效益监测机制的内容、方式、监测价值及成果;(3)说明项目执行过程中应用的社会宣传途径。指出当前景观实践在设计、养护、效益监测方面存在的问题,初步探讨了"Grey to Green"雨洪策略借鉴的前提条件,对于雨洪管理景观的本土化研究与实践具有积极而现实的意义。

This article analyzes the construction conditions for green infrastructure concerning urban stormwater management while carrying out the Grey to Green project in Portland. Based on 20 completed cases and related literature research, it elaborates the stormwater management strategy for the Grey to Green project from planning guidance, monitoring and social marketing. In detail, it first of all briefly analyzes the landscape features of green streets and stormwater management of buildings; then it introduces stormwater management monitoring from its category, methods, values and monitoring results; and finally it describes the social marketing strategy. In addition, it points out problems existing in the practice in the design, maintenance and monitoring, and further discusses the prerequisites for adopting the Grey to Green stormwater strategy, which is of a positive and realistic significance for research and practice.
