摘要
在全球气候变化和快速城镇化的背景下,北方山地城镇的安全形势受到严峻挑战。弹性城市的概念为城镇防灾研究提供了更具适应性和可行性的思路。首先,在梳理国内外对弹性城市研究进展的基础上,结合地域特点对北方山地城镇灾害形成要素——致灾因子、暴露性和脆弱性分别进行分析;其次,基于上述分析构建了结合地域性防灾规划的弹性城市测度指标体系,以分析城镇的弹性现状;最后,在该指标体系框架的引导下,从弹性思维的视角出发,根据灾害的区域分异规律,提出了分别针对北方山地城镇低、中、高度风险度分区的灾害防控手段以及非工程的防灾策略。
Under the background of climate change and rapid urbanization, the security situation of northern mountainous towns is faced with severe challenges. The concept of Resilience Cty provides more adaptable and practicable ideas for the research of disaster prevention. First of all, on the basis of a review on resilience city at home and abroad, this paper analyses the disaster-causing factors, exposure and vulnerability of disaster risk in the northern mountainous towns with regional characteristics. Then it establishes evaluation indicator system of resilience city. Finally, under the guidance of the indicator system framework, both engineering and non-engineering disaster prevention measures for the low, medium and high risk zoning are respectively presented with resilience thought according to the regional differentiation rules of disaster.
