北京市公共建筑电耗限额管理实施效果及政策展望

THE IMPLEMENTATION EFFECT AND POLICY FORESIGHT OF POWER CONSUMPTION QUOTA OF THE PUBLIC BUILDINGS IN BEIJING

本文通过归纳总结北京市公共建筑电耗限额管理工作的实施情况和实施效果,结合公共建筑节能运行管理和节能改造典型案例,分析电耗限额管理对公共建筑节能管理工作发挥的作用,以及对制定"十三五"时期建筑节能发展专项规划、公共建筑能效提升行动计划等政策的影响,并对能耗限额管理工作提出政策展望。

This paper summarized the process and results of the implementation of power-consumption quota management in public buildings in Beijing, and then analyzed its contribution to the building energy-saving targets with several typical cases on energy-saving operation and retrofit of public buildings. Moreover, the study illustrated the impacts of power-consumption quota management on the policy-making, such as the special planning for building energy-saving development in the 13^(th) Five-Year Plan period and the action plan for energy efficiency promotion in public buildings. Finally, several policy suggestions on future work of power consumption quota were also made.
