将知识转变为可持续发展新动能——中国首个生态发展试验室的独特探索

摘要 城市既是气候变化等可持续性挑战的缘由,又是其解决方案的未来提供者,近年来欧洲城市逐渐采用"城市生活试验室"和"现实世界试验室"等模式,作为开放式创新的方法来加速向可持续发展城市转型。2010年中德合作建设的青岛中德生态园,肩负着利用德国发展理念、标准和技术来探索中国产业和城市可持续发展新模式的使命。基于内生动力与需求,中德生态园于2015年提出了实施"生态发展试验室"的战略。这是我国迄今为止唯一正式采纳"生态发展试验室"开放式创新模式的范例。本文重点分析了中德生态园开展"生态发展试验室"的内生动力、组成模式及其特点,着重剖析了其扩散机制,并对中德生态园进一步完善其"生态发展试验室"提出了具体的建议。 Given the dual roles of cities as the originator and potential solver of sustainable development, an increasing number of European cities have adopted an open innovation model named Urban Living Lab or Real-world Laboratory over the past decade, to speed up the transition towards sustainable cities. The Sino-German Ecopark, which was founded with support from both China and German governments in Qingdao city, Shandong province in 2010, has been given the mandate of exploring the sustainable industrial and urban development model for China by drawing on German experience, knowledge and technology in this connection. Driven by its own impulse and circumstances, Sino-German Ecopark formally decide to adopt an Urban Living Lab model in 2015, which remains the only Chinese city embracing the open innovation platform. The article focuses on assessing the background, internal drivers, structure, characteristics and in particular means of diffusion of the Urban Living Lab pursued by the SinoGerman Ecopark and also offers recommendations for further advancing the current practices.
