生态导向的城市规划编制探索——以青岛中德生态园为例

ECOLOGY-ORIENTED URBAN PLANNING: A CASE STUDY OF QINGDAO SINO-GERMAN ECOPARK

随着我国经济的快速发展与城镇化进程的加快,日益严峻的城市生态与资源环境问题已经吸引了各学科领域、各社会阶层的关注,城市规划领域对生态规划与建设的研究也不断深入。青岛中德生态园作为中德两国政府共同打造的具有可持续发展示范意义的生态园区,为确保绿色生态发展目标能够在城市建设中得到全面落实,在统筹梳理生态建设各要素的基础上,结合城市规划各阶段的工作重点,建立起"总规构建目标框架、控规搭建行动路径、评估反馈动态调整"的生态型城市规划编制思路,保障生态发展理念充分融入城市规划体系,为低碳时代生态导向的城市规划变革进行了初步探索,以期为同类园区的生态建设提供参考。

Along with the rapid development of economy and the speeding up of urbanization, the growing of city ecology and resources and environment problems have been paid close attention in each subject area by all classes of society. The research on the ecological urban planning and construction also goes deeper. Qingdao Sino-German Ecopark, a sustainable development ecological park built jointly by China and Germany government, is also regarded as a typical example. In order to ensure the ecological development goals could be fully implemented in the urban construction, on the basis of sorting the ecological construction elements, combined with focus in different stages of the urban planning, it has developed the ecological city planning ideas of "general rules to form the target framework, control rules to set up the path, and evaluation feedback dynamic adjustment", ensure the ecological development idea fully integrated into the urban planning system. It made a preliminary exploration for low carbon era ecological orientation of urban planning change in order to provide a reference for similar park's ecological constructions.
