It is a complicated job to make a NCRE system because it is very high to the requirment of professional skills of the system managers. The present status for making NCRE system was viewed in this paper. By analying the making NCRE system deeply and detailedly, "a key modification", which is an easy to operate method, was proposed.Aiming at the problems happened during the process of making NCRE system, the correlative solutions was put forword.
