针对集团型建筑企业子分公司众多,合作单位管理上存在空白,有的合作单位一边在和集团某子分公司合作,一边又和集团某子分公司存在法律诉讼;有的合作单位在和集团某子分公司合作时被发现弄虚作假,一边又在和集团另外的某子分公司合作等等情况。这些行为给集团的整体信誉和经营带来重大影响。本文提出了一种应用于集团型建筑企业的黑名单管理系统。该系统规范了集团型建筑企业对于不合格合作单位的认定过程,让集团各子分公司共享合作单位黑名单信息,提高了建筑企业生产经营的风险防控能力。

There are a lot of subsidiaries in the group construction enterprises, and there is a gap in the management of cooperative units. Some cooperation units are working with a subsidiary of the group, while there are legal proceedings against other subsidiary of the group. Some cooperative units are found to be fraudulent in cooperation with a subsidiary of the group, while cooperating with another subsidiary of the group. These situations have a significant impact on the group's overall credibility and operation. This paper proposes a blacklist management system for group construction enterprises. The system standardizes the identification process of group construction enterprises for the unqualified cooperation units. The subsidiaries of the group share the blacklist information of cooperative units. The application of this system has greatly improved the risk prevention and control ability of construction enterprises.
