摘要
云南省从 1998年开始实施“天保”工程以来 ,在调减商品材产量、落实森林管护面积、公益林建设、妥善分流富余人员等方面取得了显著成绩。但也存在一些问题 :保护意识尚待提高 ;全社会参与林业建设被忽视 ;林业基础研究不够 ;尚未制定综合评价指标体系 ;监测系统有待完善和提高 ;宣传力度不够 ,缺少国际合作等 ,针对以上问题 ,提出了相应的对策。
The implementation of National Natural Forest Protection Project in Yunnan province has got significant achievements on decreasing the production of commercial timber, carrying out the management and protection of stated areas, constructing public benefit forests, properly conducting the division of surplus labour. The following problems were accessed, insufficient awareness of mass on protection, the participation of the whole society in forestry construction was neglected, short of basic research, short of index system of comprehensive assessment, undeveloped monitoring system, insufficient awareness building and short of internationally cooperation etc. Aiming at those problems, strategies were proposed.
