新疆嵌入式社会结构和社区环境的实现路径研究

Construction of Embedded Social Structure and Social Community in Xinjiang

新疆嵌入式社会结构和社区环境建构过程中存在着部分嵌入措施难以落实;南疆地区嵌入难度大;内地各界对"有序扩大新疆少数民族群众到内地接受教育、就业、居住"缺乏应对;政策和法律支持体系亟待健全等问题。有序推进该项工作要加强对新疆嵌入式社会建设的顶层设计和分类指导,既要重视各民族间的"有形"嵌入,又要重视各民族间的"无形"嵌入;要以南疆地区为重点和突破口;内地政府和社会各界要以更积极、更包容的心态对待新疆少数民族融入内地;国家、新疆和内地三个层面要共同做好政策和法律的制度保障。

There are problems and challenges to push forward the work on embedded social structure and social community in multi-ethnic group in Xinjiang,including:It is difficult to carry out some measures;The biggest challenge is in the south Xinjiang;There is no corresponding measure for the government and society in interior areas handling the expansion of education and employment of ethnic minority people in Xinjiang;The safeguard of policy and law system.is seriously needed.It is necessary to take some effective measures as follows:Strengthening the top-level design and classification guidance for embedded social structure and social community;Focusing on both 'tangible'embedded measures and 'invisible'measures;The south Xinjiang should be considered as the focus and the breakthrough;The governments and society in the interior areas should take a heart full of mercy and effective measures to accept social inclusion of ethnic minorities of Xinjiang;The policies and law system should be formulated in Xinjiang and the interior areas.
