The Plight and Solution of Rural Collective Land Property System in China

农村集体土地产权制度改革是整个农村经济发展最直接和最重要的基础性工作,是整个农村产权制度改革的核心。从我国农村集体土地产权不清晰、流转性差、制度激励不足、效率低下等八个方面,探讨我国农村集体土地产权制度存在的困境,提出了进一步完善和创新家庭联产承包责任制并使之物权化、健全土地产权法规、加强法治执行力、提升民众维权能力、搞好农户联产与集约经营的有机结合、提升土地收益和效率等建议。

The reform of the rural collective land property right system is the most direct and most important basic work of the whole rural economic development,and it is the core of the reform of the whole rural property right system.From eight aspects of the plight of rural collective property right system such as unclear land ownership regulation,land property poor circulation,insufficient incentive system,low efficiency and so on,this article discusses the reasons for the existence of the predicament of rural collective land property system in China,based on which the article proposes a few suggestions of upholding and improving the household contract responsibility system and the innovation of property rights,improving the land property regulations,strengthening the rule of law execution,enhancing the ability of the public rights,improving the organic integration of farmers cogeneration and intensive management,and improving land revenue and efficiency
