公平与效率的必要张力——基于三元均衡范式研究

The Necessary Tension between Fairness and Efficiency—Based on Three-dimensional Balanced Paradigm

公平与效率间存在一定的张力,两者的统一才能构成一个健康、稳定的社会体系。本文首先追溯西方经济理论的两大思潮,对公平与效率的关系及产生根源进行了深入思考,指出基于政府与市场自身的缺陷,以政府与市场机制为路径无法解决公平与效率的矛盾。随后,文章提出市民社会作为社会整合体系的第三种机制有其独特的优越性,主张建立政府、市场和市民社会三维框架下的多中心治理模式,最大限度地调动和发挥各种社会力量,寻求公平与效率在社会发展过程中的动态平衡点。

There is a certain tension between fairness and efficiency,and only insist both unify can build a harmonious and stable social system.The paper first traced back two major trends of thought of western economic theory for the purpose of in -depth thinking the relationship and its root causes between fairness and efficiency, then pointed out that the government and the market mechanism can not resolve conflict between fairness and efficiency based on their own flaws.Subsequently,the article put forward that as a third mechanism of social conformity system,civil society has its own unique advantages,and meanwhile advocated build multi - center model of governance within the three - dimensional framework of the Government,markets and civil society in order to mobilize and play a variety of social forces to seek dynamic equilibrium point of fairness and efficiency in the process of social development.
