还教师所教班级的命题权是减负的根本措施

摘要 回顾和分析建国以来中小学生学业负担过重情况,不难发现,造成负担过重的根本原因是学校用考分评价教师。用考分评价老师必然引起教师大搞题海战术,从而导致学生学业负担过重。减负的根本措施是还教师所教班级试卷的命题权,取消用考分评价教师,就能十分有效地减轻中小学生学业负担过重。只有减负了才能真正从应试教育走向素质教育。 After reviewing and analyzing students' too heavy study burden in primary and secondary school since the foundation of PRC,it is not difficult to find that the root cause of students' too heavy burden is that in the school the examination score serves as the only criterion for a teacher's teaching performance.Because of it,teachers are surely pushed to require students to do many exercises than necessary,which results in too heavy burden on students.The fundamental solving measure to reduce students' burden is to give the autonomy of setting examination papers back to teachers,and abolish the false system of assessing teachers by examination scores,which leads to the reduction of students' too heavy burden in the end.Only by reducing students' too heavy study burden can we switch from the examination-oriented education system to education for all-round development.
