在中国城市化过程中存在一种“政府悖论”。中国实施城市化战略需要政府 ,但在计划经济体制尚未完全转轨的制度环境中 ,存在着诱发政府以计划方式推进城市化而陷入“政府悖论”的风险 ,使中国的城市化成为脱离市场导向的“政府主导型”城市化。“政府主导型”城市化潜在的最大风险是可能发生城市化泡沫。

There is a 'government contradiction' during urbanization. The implementation of urbanization strategies needs the help of the government, but under the exiting circumstances, the influence of planned economy may induce the government to push forward the urbanization by administrative means, thus resulting in a kind of 'government-oriented' urbanization instead of a market-oriented one. The greatest threat posed by that kind of 'government-oriented' urbanization is urbanization foam.
