Abstract This paper supplies the comprehensive evaluation model of quantitatively evaluation R&D strength of research institutes. In this paper,the author has clearly dealt with the evalua-tion programme,the index-system of comprehensive evaluation,determining the index weights ,and the index-quantified method.Finaly , the applied range has been pointed out.
