摘要
本文从赫顿报告事件引入,揭示 BBC 与英国政府冲突背后的真正矛盾是英国公共广播电视体制面对的商业化冲击。表面上看,似乎 BBC 只是因为报道伊拉克战争才导致了与政府的冲突,实际上,这是 BBC 作为一个意识形态领域占据主导地位的公共服务机构与英国新保守主义与"第三条道路"中私有化主张长期博弈的结果,它的背后隐含着 BBC 传统传播理念与英国政治嬗变之间的对峙,而这种对峙的核心主要反映在 BBC 收视费可否续存的问题上,也就是说英国公共广播电视体制是否会发生变化的问题上。
This essay analyzes the background of the conflict between British government and BBC over the Hutton Report.The writer tries to make clear what really happened behind the scenes and point out that the commercialization and the transition of British politics in a new era are major fac- tors pushing the two sides into the conflict.Influenced by the global movement of capital,British politics started changing more rapidly than before in 1980s.Privatization favored Mrs Thatcher's government and later on Tony Blair.This political transition affects the policy towards public broad- casting service intensively and BBC suffers the most,obviously because of the issue over its hcense fee.The writer quotes a lot of scholars' anti-commercialization analysis of the BBC to illustrate how BBC has been deeply involved in the world political and economic transition and how its future may well be decided in some way by global cultural political shift.
