论政府信息公开对大众传媒的建构性影响

On the Constructive Influence of the Governmental Information Publicity to the Mass Media

政府信息公开的宗旨在于满足公民的知情权,大众传媒的立足点也在于满足公民的知情权,这种不谋而合性奠定了信息公开与大众传媒间的紧密关系。大众传媒的发展离不开制度的规范、价值的实现、实践的有序,易言之,大众传媒的建构离不开制度、价值、实践三个方面的进路,而信息公开的制度建设和实践开展却恰恰从上述三个方面促进了大众传媒的发展。本文认为,政府信息公开制度是新闻立法的一部分,政府信息公开能够保障采访权、媒体舆论监督权的实现,政府信息公开制度的贯彻执行对新闻媒体的实践会产生很大的促进作用。

The aim of governmental information publicity is to satisfy citizen's right to know,the standpoint of the mass media also lies in satisfies citizen's right to know,which establish the close relations between the information publicity and mass media.Mass media's development cannot leave the criterion of system,realization of the value,the order of practice,in other words,mass media's construction comprise three entrance,such as the system,the value,the practice,however the system construction and the practice development of information publicity actually exactly promoted the mass media development from the above three aspects.This article believed that the governmental information publicity system is a news legislation part,the government information public can safeguard the right to interview and the consensus supervision right.To a great extent,that information publicity system is carried out can promote the news media practice.
