摘要
为了更好地开展全面风险管理体系建设,实现全面风险管理的标准化、常态化,推动风险管理体系的有效落地,文章提出以风险管控长效机制为核心,在构建风险管理体系过程中明确建设的过程目标、结果目标和最终目标3个层次的目标,同时结合以"双线"为脉络、"双点"为突破的管理手段进行规划实施。通过具体实施验证,企业的风险管理体系框架不仅可以根据企业外部环境和内部业务变化动态更新,还能实现风险管理的有形和无形双重价值,既可以降低企业负有责任的风险事件数量以及经济损失额,无形中也提升了全员管理风险的意识。
In order to better carry out the construction of a comprehensive risk management system, to achieve standardization and normalization of overall risk management, and promote the effective landing of risk management system. Therefore, the long term mechanism of risk management and control should be taken as the core. In the process of building risk management system, we should make clear the three objectives of process goal, result goal and final goal. At the same time, this paper combined with 'double line' as the context, 'double points' as a breakthrough management tools, to plan and implement the system. Through the practical verification, the enterprise risk management framework can not only update according to the enterprise external environment and internal business changes, but also to achieve both tangible and intangible value of risk management, which can reduce the enterprise liability risk events and economic losses, and enhance the effect of management risk awareness.
