This paper is a critical interpretation of the book Deliver Knowledge of Law to the Rural Areas by Su Li. The author holds that the book lumps together state power and power in Michel Foucauld's philosophy of power, giving rise to confusion in our knowledge of state power. The paper stresses that the contemporary West's rule by law has its universal applicability, serves as a bottom line that must be stuck to in man's pursuit of a good society and, no doubt, should be the goal of China's judicial construction. It is, therefore, harmful to one-sidedly stress the “non-communicable local knowledge.' The paper also makes logical analyses of a lot of mistakes in the argument in the book.
