贫困是人类社会的大敌。从某种意义上说,贫困不仅仅是资源和财富的匮乏,更是因人类社会的结构、功能和机制不完善、不健全而滋生的一个肿瘤。“贫困”究竟是什么?“社会排斥”又是什么?它与“贫困”究竟是什么关系?如何在社会政策领域运用“社会排斥”的概念?这都是中国的社会政策研究人员所关心的问题。为此我们从对“贫困”概念的最基本的解释入手,探讨一下20世纪以来对于贫困概念解释的发展变化。然后,再来看看在国际社会政策研究领域,是怎样从对“贫困”的研究中派生出“社会排斥”的概念来的。

Poverty is the enemy of human beings.In some sense,poverty is no t only the shortage of sources and fortunes,but also a cancer caused by the inc omplete social structures,functions and mecha-nisms.What on earth is poverty ?And w hat is social rejection?What is the r elationship between the two?How to make use of the concept of socia l rejection in the realm of social policy.T his is a question of con-cern.We shall first explain the concept of poverty an d then discuss the di fferent explanations over the past century.We shall also try find how th e concept of social rejection stems f rom the study of poverty i n the realm of international social polic y studies.
