白银市2007～2016年鼠疫监测信息质量评价

Quality evaluation of plague surveillance in Baiyin City from 2007 to 2016

目的了解白银市鼠疫监测工作状况,探讨监测信息质量评价方法,为提高信息质量提供依据。方法从《鼠疫防治管理信息系统》中获取白银市鼠疫监测数据资料,按照统一的评价方法与标准,选取基础信息维护、鼠疫监测报告、动物间监测报告三方面内容,对完整性、及时性等指标进行分析评价。结果 2007～2016年,白银市两县区基础信息维护、鼠疫监测报告及时性较低,质量不高;动物间监测报告信息共计39417条,信息完整率为59.44%,及时报告率为76.17%,"调查/检测-录入"间隔时间的中位数(P25～P75)为18.82(11.00～29.44)天;各年度信息完整率、及时报告率的差异均有统计学意义(χ~2=527.255,P=0.000;χ~2=2648.905,P=0.000),"调查/检测-录入"间隔时间中位数的差异有统计学意义(H=1683.048,P=0.000);两县区信息完整率的差异无统计学意义(χ~2=2.784,P=0.095),报告及时率以平川区较高(χ~2=2943.035,P=0.000),"调查/检测-录入"间隔时间中位数的差异有统计学意义(Z=-69.980,P=0.000);对不同监测项目进行分析,监测项目中涉及地理坐标、具体地点等信息,其完整性较低。结论全市鼠疫监测信息完整率、报告及时率较低,迟报和信息缺漏等问题突出,应进一步探讨直报信息评价方法,查找问题,有效提升鼠疫监测信息质量。

Objective To evaluation the performance of plague surveillance in Baiyin City,explore methods of information quality evaluation and provide evidence for improving the information quality.Methods The data of Baiyin city were obtained from Plague Surveillance and Management System,according to unitary method and standard of evaluation,we selected the data of basic information maintenance,plague surveillance report,animal surveillance reports.The integrity,timeliness and other indicators were analyzed and evaluated.Results From 2007 to 2016,the basic information maintenance,plague surveillance report timeliness was relatively low,the quality was not high in two counties of Baiyin City;Animal surveillance report information was a total of 39417,the information complete rate was 59.44%,the report timeliness rate was 76.17%,the median(P25 to P75)of time from survey or test to report was 18.82(11.00 to 29.44)days;There was a significant difference in the rate of information complete and report timeliness in each year(χ~2=527.255,P=0.000;χ~2=2648.905,P=0.000),difference of time median from survey or test to report had statistically significant(H=1683.048,P=0.000);the information complete rate in two counties was no statistically significant difference(χ~2=2.784,P=0.095),the report timeliness rate of Pingchuan was higher(χ~2=2943.035,P=0.000),the difference of time median from survey or test to report has statistically significant(Z=-69.980,P=0.000);In each surveillance project containing geographic coordinates and specific address,the information complete rate was lower.Conclusions The report timeliness rate and information complete rate in Baiyin City were lower,there were prominent problem,such as the late report and missing information,make further explore method of evaluation on direct report information quality,to seek different problem,to improved significantly the plague surveillance quality.
