Being as a far-reaching ocean culture, Mazu Culture holds a strong soft power in composing the main part of Chinese Soft Power. Under the influences of globalization and the strategy of "Sea Silk Road", broadcasting and developing the Mazu Ocean Culture is the key method in strengthening the marine soft power of China. Discussing the functions of the ocean culture based on the soft power view is of great significance in understanding and broadcasting Mazu Culture, maintaining the social orders, integrating the powers in the world as well as in developing the economics of China.
