Developing Electronic Government Affair Systems Engineering

从一般意义上说 ,社会信息化的“火车头”乃是电子政务 ,它的实现能产生强劲的示范辐射作用 ,从而有力地促进国民经济全面信息化。本文从系统工程观点出发 ,对建设电子政务的功能定位及系统规划和设计、技术结构、价值系统 (评价指标 )、系统环境进行初步的思考和分析。

The electronic government affair is by and large a locomotive of social informatization. Its realization can not only bring tremendous radiation effect, but also hasten full scale informatization in national economy. Based on the view of systems engineering, this article discusses building electronic government affair, its function orientation and system planning, system design, technological structure, value system, system environment, and so forth.
