The strenghthening of TVU scrientific research management is a necessary job for modern distance education . Through the research on open distance education and the management of running school practice, the paper explores the way to construct the talent - training model under the condition of modern distance education, presents the models of teaching, learning, management and their operating mechanism so as to train qualified persons for social development and economic construction.
