良法论纲

On Good Laws

良法 ,是指通过实在的民主方式 ,在国人基本道德价值基础上制定的 ,科学地反映人性、国情 ,能有效约束、控制行政权力 ,顺应世界发展潮流 ,最终使国家长治久安、持续发展的法律。创制良法的大目标是实现良法治国 ,直接目的是使人民大众热爱法律、相信法律、信仰法律 ,树立法律至高无上的权威 ,通过绝大多数社会成员的自觉学法、懂法、信法、守法 ,建立起和睦、健康、有序的社会秩序。

The good law means the democratic legislation based on the nation's moral value, which can scientifically reflect the human nature and the situation of a country, effectively restrain and control the administrative power, conform to the world trend of the development, keep the country stable and promote the country's sustainable development. The goal of making the good law is to realize the rule of the country with the good law, make people love laws, believe laws and have conviction in laws,erect the supreme authority of the law and set up the harmonious, healthy and good social order.
