A New Method of Evaluation

“会内会外”法。这种战略重点选取方法是笔者在深入学习,灵活运用系统工程理论和方法基础上,结合我国实际情况探讨出的。在蓝田县战略突破口的选取过程中本法得到了运用与验证。它是征询专家意见与会议判断相结合,再经统计分析后进行判断的方法,是一种定性、定量相结合,经济、方便、灵活的方法。

Based on the practical research, this paper briefly presents a new evaluation method -biliteral factors on and off the conference, which takes the opinions into consideration both on the conference and off the conference. The method proves to be effective, convenient, and flexible. It overcomes the disadvantages of the ordinary evaluation method, and suits the Chinese conditions better. Through the analysis of individual and collective evaluation, it introduces the advantages of the new method, the implementation procedure, and data handling etc..
