太湖流域水资源管理与对策

Water Resources Management and Countermeasures in the Taihu Lake Basin

太湖流域在防御洪涝灾害标准得到一定程度提高的情况下,流域水资源不足、水质型缺水、水污染严重已经成为影响太湖流域经济社会可持续发展的主要问题。加强流域水资源统一管理、统一规划、统一调度,充分利用太湖流域现有水利工程体系和流域北面的长江,南面的钱塘江的有利水资源条件,进行流域水资源的优化配置、合理利用、节约保护,是解决太湖流域水资源和水环境承载能力与经济社会发展之间矛盾的有效措施。

The Taihu Lake Basin is one of economically and socially developed areas in China. Water shortage, water scarcity caused by water pollution and severe water pollution are the main water issues hindering sustainable development of economy and society of the Basin on the basis that flood control standard has been improved to some extent. Strengthening integrated water resources management with overall planning and regulation, carrying out optimal distribution, rational utilization, conservation and protection of water resources with full use of existing water structure system and the condition of the Yangtze River in the north and the Qiantang River in the south are effective measures to get rid of the contradiction between load capacity of water resources and water environment and economic and social development.
