Leveling land is majorcontent of national territoryrehabilitation. It is suggested to make microrelief concaveand convex to cope with environmental disasters in plain areas, such as flood, waterlogging, water shortage, land subsidence and so on. Trench excavation is a primary mode of the programme. Special emphasis is given to necessity of vertically deep trenching in the paper.
