法国水管理的成功经验主要体现在遵循自然流域(大水文单元)规律,设置流域水管理机构,统一规划和管理水资源,在保护环境的前提下,实现流域水资源的高效开发利用。
The successful experience of water management in France lies in establishing river basin authorities in line with natural rule of basin (large hydrological unit) to plan and management water resources in an integrated manner and to realize efficient utilization and development of water resources with the premise of environment protection.
