摘要 本文认为,短缺是经济物品稀缺性在一定的社会经济条件下的一种特殊的表现形式。住房价格低廉且缺乏灵活性是造成住房短缺的第一个原因,实物性分配制度是造成住房短缺的第二个原因,而且实物性分配制度本身构成住房短缺的一个独立的充分条件,它本身就能导致住房短缺。文章提出,福利货币化和理顺职工劳动收入分配关系是形成新的住房供给制度的两个限制条件;经济适用住房制度内含深刻的矛盾,制度运转成本高昂,存在目标错位、价格错位、供给对象错位和供求结构错位现象,在更大范围内造成了更强烈的不公平,只是一种中间形态因而是过渡形态的住房供给制度。 The author believes that shortage is a special form of expression of economic goods scarcity under certain social economic condition.The first reason for China's housing shortage is that the housing price is too low and there is a lack of flexibility.The second reason for that is the housing distribution in kind.The au- thor points out that the monetization of welfare and the rationalization of income distribution are the two restrictive factors for the formation of new housing supply system.The system of economically affordable housing contains such profound con- fliers as the high operation cost of this system,the deviation of the objectives, price,supply object and the supply-demand structure.These conflicts,in turn, lead to more serious unfairness.So,this system is only a kind of transactional sys- tem of housing supply.
