孕产期保健保偿制三级管理的做法

PRACTICAL WAYS OF CARRYING OUT THE THREE-LEVEL ADMINISTRATION OF HEALTH INSURANCE SYSTEM FOR PREGNANT WOMEN AND PARTURIENTS

本文阐述了张家口市在完善保健保偿制的基础上,于1990年对孕产期保健保偿制实行三级管理和三级质量控制的做法。一级是市孕保办对县(区)孕保办的管理和质量控制:二级是县(区)孕保办对辖区内地段保健、医疗单位及乡(镇)卫生院的管理和质量控制;三级是地段保健、医疗单位对本单位有关科室,乡(镇)卫生院对责任乡村医生和接生员的管理和质量控制。通过实践,收到了较好的效果。

The paper described practical ways in the course of carrying out the three-level administration and quality control (AQC) over health insurance system for pregnant women and parturients on the base of perfecting this system in Zhangjiakou city in 1990. The first level is the city’s pregnant women and parturients health office (PWPHO)’s AQC over the county’s or district’s PWPHO;the second level is the county’s or district’s AQC over the section public health work, the health and medical units and the township(town) hospitals in area under its jurisdiction;the third level is the section’s health and medical units’ AQC over its relevant offices and the township(town) hospitals’ AQC over its responsible doctors and midwives. We have achieved good results through experience.
