摘要
从制度变革的角度出发，对广东山区经济发展过程进行总结分析，得出三点启迪：一是政府职能的改变；二是体现公平的制度保证；
From the angle of insititutional change, the paper makes a summary of economic development of mountainous areas in GD. Three conclusions are carried out: (1) Government function should be changed; (2) There should be insitutional guarantee for fairness ;(3) There should be institutional arrangement for efficiency.
