摘要
普选制已经成为现代民主制度的应有之义,任何限制性条件都会是成为众矢之的。然而限制性选举却在特定历史时期的民主进程中发挥了特殊的作用。本文力图通过对选民与候选人资格的历史考察,揭示财产资格限制历史意义的积极方面及其式微的历史动因,以期对我国民主建设与政治发展有所启示。
General election have been a matter of course in morden democracy.Any restrictive qualifica- tions would become the target of public criticism.Howerever restrictive election played an special part in the democratical progression in the particular historical period.By reviewing the qalifications of electorate and candidate in history,this pope mtends to reveal the active meaning of property limitation in history and the cause of its decline,expecting it illuminating us in democracy building and political development of our state.
