依法治国是我们建设社会主义法治国家的政治方略。要建设法治国家,首先就要致力于构建法治政府,这既是法治国家的实现手段,又是法治国家的重要组成部分。本文根据《全面推进依法行政实施纲要》所提出的法治政府的基本要求,分析了目前构建法治政府的障碍,提出了改革立法、严格执法、完善监督机制、提高公务员素质等措施。
