论完善政府公共服务的创新举措

Researches for Perfecting Methods of Public Services in Government

科学执政、民主执政、构建社会主义和谐社会都要求完善政府公共服务。目前,我国政府公共服务还存在机制不健全、认识不足、路径不明和举措不力的问题。因此,本文拟对完善政府公共服务问题予以探讨,提出了引入竞争机制,激励社会参与;明确主体权责,整合结构功能;适度职能外移,提升服务效能;借助社区治理,充实服务细节四项举措。

Science heading the government, the democracy heading the government, setting up the socialism harmonious society all request improving the public services in government. Currently, our country government public services returns soundless of the mechanism eases, cognition shortage, the unknown path with raising the problem of the dint. Therefore, this text intends to giving the study to the public service in perfect government mechanism problem, putting forward to leading into the competition mechanism, encouraging the society participate; clearing and definition corpus power, integrating construction function; within limit the working talent moves outside, promoting the service effect; asking for help the community manages, enriching the items, richening the serving details.
