Several Requirements of Transparent Principle under WTO Regime

WTO体制下透明度原则的要求包括公布、通知、咨询点或应请求提供信息、执行贸易措施的程序透明四个方面。公布的要求意味着WTO成员应当迅速公布有关或影响国际贸易的普遍适用的所有措施。通知的要求意味着WTO成员应当根据多边贸易协定通知WTO或其他相关WTO成员特定贸易措施。咨询点或应请求提供信息强调为其他WTO成员提供信息。执行贸易措施的程序透明强调贸易管理程序对贸易商公开。

The requirements of transparent principle under WTO regime include the four aspects of publication, notification, enquiry points or supplying information in response to a request, and procedural transparency of enforcing trade measures. The requirement of publication means that WTO members should publish promptly all relevant measures of general application which pertain to or affect international trade. The requirement of notification means that WTO members should notify WTO or other related WTO members certain trade measures according to multilateral trade agreements. Enquiry points or supplying information in response to a request emphasizes supplying information for other WTO members. Procedural transparency of enforcing trade measures emphasizes making trade management procedure open to traders.
