实施素质教育的法制思考

A Legal Reflection on the Implement of Quality Education

长期以来,我国基础教育中严重存在"应试教育"的倾向,但在提倡素质教育的时候也不能因此否认目前我国基础教育制度本身的科学性。新修订的《义务教育法》第一次提出并明确规定如何发展全民素质教育,当然实现素质教育也不能完全依赖于该法规,因为实现全民素质教育不是一部新义务教育法就能解决地问题,它还需要相应的配套法规的制定和完善并且在执法上下大功夫,只有这样才能真正做到从法律上保证全民素质教育的实现。

When advocating quality education, we should not deny the scientificalness of our basic education system which has strong tendency of test-oriented education for a long time. How to develop quality education? It first occurs in the revised Compulsory Education Law, but we could not only depend on this statute, for the implement of quality education is not a simple task. It needs to establish and complete relevant laws and reinforce the power of execution, which is the very way to realize quality education based on our legal system.
