Establishing the Mechanism to Safeguard the Rights and Interests of Collective Ownership of Rural Land

通过对一起农村集体土地权益争议案例的分析与思考,建议我国应尽快建立和完善农村集体土地权益保障机制:即建立通畅的法规政策宣传机制,建立有效的行政监督机制,建立和完善农村基层法律服务机制,建立健全政府与百姓平等交流机制,建立和完善的党风、政风评估机制以及建立主要领导问责机制。

An argument is introduced about the rights and interests of collective ownership of rural land.After systematic analyses,it is believed that many land laws can not be carried out or executed strictly.This thesis suggests that the mechanism should be established to safeguard the rights and interests of collective ownership of rural land,namely: to publicize the land laws and policies,to supervise the performance of government,to help people who lost land to stand up for their rights,to construct equal communication system between the masses and the government,to assess the government's activities verily,and denounce the prime head publicly for his or her serious errors or crimes.
