摘要
村民自治体制的确立,是伴随着农村经济体制改革产生和发展的,它是我国农民对农村基层民主建设的新创造,但在其运行过程中却遇到了农村经济基础薄弱、两委关系不协调、农民整体文化素质低等方面的问题。要促进村民自治的完善和发展,应着眼于从根本上解决这些问题。本文试图就这些问题作简要分析并对其解决提出了相应的对策。
The establishment of villagers' autonomy system,accompanied by the occuring and development of a rural economic system reform,is a new creation of China's peasants for the rural grassroots democracy building.But in the course of its operation it has encountered many problems,weak economic foundation,too much rural township intervention,uncoordinated villagers' committee relations,prevalent clan concept,low quality of farmers' overall educational level and so on.To promote the improvement and development of villagers' autonomy,the fundamental solution to these problems should be obtained.This article tries on these issues to make a brief analysis and to propose settlements and its corresponding countermeasures.
