The Exploration of Path Selection about Public Services Equalization——The Reform and Consummation of the Existing Transferring Payment System

当前我国公共服务非均等化问题非常突出,地区间、城乡之间、不同群体之间在教育、文化、医疗卫生、社会保障等方面的差距越来越大。改革与完善现行的转移支付体制,并在此基础上进行公共财政体制的改革和创新,对促进地区间和城乡间财力的均等以及对改变公共服务非均等化现状具有重要意义。

It is conspicuous that China's current public services are not equalized. The gap is growing among regions, between urban and rural areas, between different groups in education, culture, health care, social security and other aspects. The existing transferring payment system needs to be reformed and improved, on this basis the public finance system can be reformed and innovated, which is significant to the promotion of the financial resources equalization of inter-regional and inter-urban and rural areas, as well as the change of the status of public services non-equalization.
