摘要
我国就业公共政策作为一项事关社会和谐的民生性基本公共服务,一直得到民众的广泛关注和各级政府部门的高度重视,尤其在金融危机造成用人单位纷纷"减招"或"裁员"的不利境况下,如何更有力地维护女性在就业中的合法权益,促进公平就业,越来越成为政府公共治理的重点。本文以社会公平正义为价值取向,审视当前我国就业公共政策中性别公正严重缺失的现状,通过深度剖析导致就业性别歧视等现象产生的政策层面原因,尝试性地提出了"性别需求为制定导向+专门法律规范为执行依据+性别分析为评估保障"的三位一体的政策优化策略。
Public employment policy in China is people-centred and closely related to social harmony,drawing great attention of people and government.Therefore,how to defend female's employment legitimate rights in current financial crisis which causes companys cutting staff sharply,becomes the center issue in government administration agenda.Under the guidelines of social justice,this paper analyzes the current unequal situation in our public gender employment policy and its cause,tentatively proposes the strategic suggestions which rquire special legislation under the orietation of gender employment demand and analysis.
