提高政府门户网站公民参与度的思考

Enhancing Citizen Participation in Government's Portal Website

推行电子政务是我国信息化工作的重点之一,是深化行政管理体制改革的重要措施。而"十一五"是承前启后的重要时期,在这一时期,我国电子政务建设进入了以深化应用为显著特征的发展阶段。但目前,公民参与度不高是各级政府网站建设发展中存在的最大的瓶颈之一。本文通过分析造成政府网站公民参与度低的原因,提出了提高政府网站公民参与度的相应对策。

Building Electronic Government is one of the important issues of Information Technology Advancement and an important measure for deepening reform of the administrative system. Moreover,the 11th 5-Year Plan is the important period connecting the past and the future. During this period,our Electronic Government construction enters a stage characterized significantly by focusing on detailed application and common use of websites. But at present,citizen's low participation rate is the biggest problem in the government websites' construction and development. This article analyzes the reason of low participation rate of government website,and puts forward some countermeasures of how to improve citizen's participation rate for government portal websites.
