十月革命胜利后,俄共由在野党转变为执政党。由于社会主义建设事业是一项前无古人的崭新事业,没有现成的经验可供借鉴,因此,列宁号召广大党员干部要不断学习,努力提高自身的文化素质和知识水平。列宁认为,唯有如此,才能提高领导能力和执政水平,推进经济建设,确保青年一代完成社会主义建设的任务,促进社会主义民主建设并有效反对官僚主义和拖拉作风。列宁的这一思想对我党正在进行的学习型政党建设具有重要的启示意义。

After the victory of October Revolution,Communist Party of Russia was transformed from opposition party to ruling one. Due to the socialist construction is an unprecedented new business,which nobody has ever done and has no ready-made experience for reference,Lenin called on the party members and cadres to constantly learn and make their efforts to improve their cultural quality and knowledge level. Lenin believed that only in this way could they improve the ruling ability and the level of administration,promote economic construction,ensure the youth complete the task of socialist construction,facilitate the socialist democracy construction and effectively fight against bureaucratism and dilatory style of work. Lenin's words about this have an important enlightenment on CPC's learning-oriented party construction at present.
