我国是一个农业大国,农民问题是我国的根本问题,而农民权利保护问题是农民问题中极为突出的问题。近年来,我国农村征地现象时有发生。由于法律于乡土社会的外在化,政府对征地制度的执行不当,农民法律意识不够等,带来了系列农民权利缺失问题。农民权利建设成为当前农村法制建设中的中心任务。

China is a large agricultural country.The issues of peasants,especially protecting the farmers' rights,are a fundamental problem in our country.In recent years,rural land expropriation in our country has often happened.The government's land policy and social security system are not perfect,and the lack of legal consciousness of the fanners leads to loss of protection of their basic rights.Therefore,the construction of protecting fanner's rights becomes a central task in rural legal system construction.
